The most effective power the national government has over the state is through economic means. The fact that taxes are collected by the national government and a portion are set aside for the states means the national government can use this to their advantage.

1. They need to make sure that the state is using the money in the correct way. If they are going to give money to the states then they want the states to spend the money on things the national government wants them to spend it on. If the states do not spend it on the things the national government wants the federal government will take money away.

1- The federal government has restrictions for many reasons. The maintaining of the restrictions should be kept so there is no money going out for ridiculous reasons. The money being handed out should be helping for the greater good.

Say that if there was something that needed to be repaired and the federal aid could be used to pay for the repair, then the money could be used no problem. It would give a little more power to the state, making it possible for the state to make its decision about what the money could be used for.
3. They could rig the elections so that their party could always remain in power, or they could pay people off to vote for this person, or hire some thugs to scare people into voting for a certain nominee.
